had been walking on the sidewalk in the dark when the 68-year-old apparently lost his footing. >> there is a steep bank there, and he must have stepped off the bank and went down into the road. >> reporter: fetters died en route to st. agnes hospital, and now police are searching for the driver of the vehicle that struck him and left him to die. >> this vehicle ran over this man and kept on going, did not stop and render aid. you know, one of the things that we're concerned about at this point is that the person may not have even realized that may ran over the man. >> reporter: residents say the narrow two-lane road and steep- banked sidewalks have always presented a safety hazard, especially since many drivers here tend to ignore the speed limit. >> about 55. i see that every day. >> reporter: friends say they'll remember fetters as one of lansdowne's characters. >> he would sit here and do his crossword puzzles, smoke his cigarettes and drink his coffee, and walk down to the

gas station and maybe to the bar, whatever. >> reporter: the man they nicknamed jack, who was a friend to all, and asked for very little in return. in baltimore county, jeff hager, abc 2 news. >> and if you have any information about the crash, you're asked to call baltimore county police at 410-307-2020. community leaders respond to an alleged hate crime. the brutal beating of an elderly man. police say 28-year-old calvin lockner and at least two other white men beat 76-year-old james privett tuesday night. privett and his wife were fishing at fort armistead park in south baltimore. police say lockner and the others shouted racial slurs as they knocked privett to the ground and beat him with a bat. investigators say lockner's nickname is hitler, and that he bears tattoos linking him with white supremacist groups. today the mayor and other civic leaders condemned what happened. >> we all have to speak out and speak up, and say it is not acceptable in our community. and we must stand together in

opposing this kind of act going on. >> the nickname of the individual that is in custody is hitler. so he glorified in that. and we cannot continue to glorify that. >> the victim remains hospitalized with injuries to his head and face. his wife was not injured. lockner was denied bail at a hearing this morning. tonight a shooting suspect is behind bars, thanks to some help from neighbors in east baltimore. sources tell abc news, a 52- year-old man was shot in the two thousand block of homewood after around one thank morning. witnesses led police right to the suspect. the victim was taken to shock trauma where he remains in stable condition. a soldier from virginia who was a member of a maryland airborne unit has died of injuries he suffered in afghanistan. the department of defense says 31-year-old sergeant first class william b. woods, junior of chesapeake was shot last friday. he died at a german hospital. woods was a member of the army's second battalion 20th special forces group in glen

arm in baltimore county. tonight maryland state police are looking for driver of this car. the car was traveling on i-83 near the ruxton road exit around 2:00 this morning when it slammed into a guardrail, flipped over and burst into flames. when paramedics arrived, the car was empty. if you have any information, police ask you to give them a call. throughout the afternoon, we've had some severe weather over southern maryland. that is now all gone away as far as the watches and warnings are concerned. but they still got some pretty heavy thunderstorms. we've also got a thunderstorm warning in effect for york county, pennsylvania that does continue in effect until 6:30. take a look at the radar. you can see the thunderstorms moving through southern maryland, and also the heavy thunderstorm activity right now moving through the harrisburg region. our forecast for the metro baltimore and annapolis area for tonight mostly cloudy. storms mostly to the south of us. our temperatures will be in the 80s. but as we go through the evening, there is still a chance we could see some scattered showers make their way into the baltimore area. a little bit later on tonight.

we'll talk about that in the forecast in a couple of minutes. it's happened again. another carbon monoxide leak at the cove village apartments in essex. this time a young couple and their infant daughter were rushed to the hospital. abc 2 news linda so has exclusive video of the latest co scare at covillage. >> reporter: this was the scene overnight at the cove village apartments. fire and bge crews were called to masthead court for another carbon monoxide leak. >> i had a false alarm about a year or two back. but nothing like this. and all i was doing was cooking. >> reporter: wendy was making soup when her co detector went off just after midnight. she was home with her two children. firefighters detected elevated levels of the poisonous gas in wendy's unit and neighboring units. wendy's next door neighbors, a young couple and their infant daughter were taken to franklin square hospital. they showed signs of possible carbon monoxide poisoning. >> it is very scary. it's very scary. of course you know the family that was killed a while back.

it's devastating. >> reporter: carbon monoxide problems have plagued cove village over the years. in 2005, a family was killed. a month later, nine people were hospitalized. just this summer, there has been at least four co-related incidents. that prompted baltimore county officials to call a mandatory meeting with management executives. it brought some major changes. units were outfitted with new stoves, hot water heaters, and a better ventilation system. but it hasn't solved the problem completely. >> it's horrible. they need to get this problem taken care of. and i think in my opinion, if they're putting out all this money to do all these repairs, if they would just take that money and buy electric stoves, and other appliances, it would eliminate it. because the whole problem is the gas. >> they may have to bring it back up again. i know it's money or just shut it down permanently. >> reporter: in essex, linda so, abc 2 news. >> cove village is managed by

sawyer realty, and they issued a statement today. it says in part, "it was determined that an exterior vent malfunctioned. this was corrected this morning. our residents' safety remains our highest priority ." today the university of maryland began testing children for the h1n1 virus, or the swine flu. vaccine i should say. health officials at the university of school of medicine held trials for the vaccine today in annapolis and frederick. young adults and seniors who volunteer will also get the first doses of the vaccine. members of a group cooling themselves moms rising brought their campaign for health care reform to the inner harbor today. the grassroots organization handed out flyers, they say to educate people about health care reform and to dispel myths. >> we're fighting for economic security for families. and it's a huge threat to the economic security of families that we just don't know if we're going to be covered if a crisis hits, or if we lose a job. it's the number 1 i think vulnerability for many american families. >> members of moms rising are

also meeting with their federal lawmakers. in annapolis today, a rally to save state funding for developmentally disabled and those who help them. another round of budget cuts are expected next week, and it's expected those cuts could affect the developmental disability administration. supporters chanted no more cuts and save our services at the rally next to the state house. one howard county parent had a message for governor o'malley. >> please don't cut the dda budget. these are people who are really in need. if you cut the budget, then you're really going to be cutting the people who need your help the very most. so please, mr. governor, don't cut our budget. >> the o'malley administration is scheduled to submit more than $400 million in budget cuts to the board of public works next week. tonight howard county police are looking for at least 100 people, including 18 here in maryland who are victims of a huge identity theft scheme. police say their financial and personal information was found at a hotel in elk ridge.

last month, police were called to a best western on dorsey road after a housekeeper found suspicious documents in a hotel room trash can. four people from florida are facing theft charges, and one suspect is facing assault charges for running into three county police cars while trying to escape. police plan to file more charges in connection with the thefts in columbia and ellicott city. tonight you can expect some delays on i-95 between baltimore and washington. crews will be building the interchange with the intercounty connector. the closings between 198 and laurel and 212 in beltsville started this week. week-night closures and southbound lanes could start as early as 7 p.m., and northbound lanes could close as early as 8 p.m. many banks are now adding new fees, or hiking the old ones. find out why, and what you can do to avoid some of them. plus, a local baby is baby one thousand born at a birthing center. what the guest of honor and his family received for the big milestone.

[ closing bell ] >> on wall street today, stocks rebounded from their early losses, moving higher in afternoon trading. leading the way, energy stocks which had gone up as the demand for oil increases. thed in gained 13. the s&p went up 6. you might have already noticed the cost of simply using your bank has gone up. some banks are now charging for things like using a teller, using a different bank's atm,

or stopping payment on a check. chris van cleave tells us some of the reasons why. >> reporter: candace shaw had no problem walking away from her old bank. >> i was upset, so i canceled my account. >> reporter: that's because she noticed a new maintenance fee. >> when i got the account there wasn't a maintenance fee. then months later. it was like $15 every month. >> reporter: experts say more banks are adding new fees and hiking up the old ones. >> the reason bank fees are going up is because the costs of providing the goods and services has gone up. >> reporter: especially overdraft fees. one national survey shows the median overdraft fee is up 4% from last year, the first time it increased during a recession. and over 44% of banks made more money on their overdraft fees than their net income in 2008. >> essentially, an overdraft fee is a fee charged for lending the customer money when they overdraw their account. and that's a short-term unsecured loan, land a risk

associated with making that type of loan. >> reporter: the center for responsible lending says banks should be more transparent and warn that the purchase or withdrawal their about to make could send them into the red. >> so that the consumer can know that if the transaction is approved, they'll incur a $34 fee, and choose whether or not they want to continue with the transaction. >> reporter: but the increase in bank fees might be proving beneficial to credit unions whose fees are often lower. >> our deposits are up almost 28% on an annualized basis. this environment has really caused a surge of new members. >> reporter: the financial services round table recommends keeping track of your balance. you can do that online or over the phone with the bank, and consumer advocates are rallying around a house bill that would require point of sale notification before you overdraft your account that will protect you they say from some of the automatic fees. >> and we're working to help you in these tough economic times. we have money-saving tips on abc2news.com today. check out our financial

survival guide. you'll find some tips to help you cut costs on meals, plus credit card debt, six warning signs to tell if you're getting in over your head. and six tips to save water and money. well, it is back to school for students at howard community college. today students and their parents headed back to class for the new student orientation session. the orientation helps new students get ajusted to college life and included a welcome section and workshop. the president of the college says enrollment for this fall is up 13%. >> a lot of that has to do with the recession. we're seeing more and more students come to hcc because it's an affordable option. the other part of it is that we are quality institution. students know that they can get a great education here at an affordable price. >> yeah, this is being seen at community colleges across the country. the president also says enrollment is up because many adults are going back to school because of the recession. now the forecast certified

baltimore's most accurate. here is chief meteorologist norm lewis and maryland's most powerful doppler radar. >> storms still possible for us tonight? >> they're still possible, but the heaviest stuff has been down to the south. and will remain down to the south. we've got a line of thunderstorms up in pennsylvania. but one or two of the showers could break out and make into it the baltimore area. but nothing like last evening. let's take a look outside right now. your shot from harbor cam. overlooking down downtown area, the temperature at bwi 85 degrees. 68% humidity. wind currently from the south at 8. and the pressure falling 29.94. there are the tides tomorrow. 7:05 in the morning. 1:59 low tide in the afternoon. from the southwest at 6 to 12 miles per hour. the sun comes up at 6:23. we'll set at 7:54. the low this morning 72 degrees. the high 86 degrees officially at bwi. it did get to 89 downtown, which would have hit our 2- degree guarantee, but we've got

to go with the official reporting station which is bwi at 86 degrees. current temperature at bwi right now. 91 in hagerstown. 86 in dover. 90 degrees in the ocean city area. i want you to take a look at our satellite picture of the hurricane there is hurricane bill. thank you for getting rid of our abc 2 logo. we'll put it back in just a second. bill has been tracking across the atlantic. gaining a tremendous amount of strength. bill is now a category 4 storm with winds of 135 miles an hour, moving towards the northwest at 17 miles an hour. now the national hurricane center, which is the official forecasting for the hurricane still thinks that the storm is going to be taking in more of a northerly turn and go on up, and hopefully bypass the island of bermuda, and then just kind of security across the northern portions of the atlantic. giving us some rough surf for a couple of day hearsay in the eastern seaboard. but bill should not impact the

united states. as far as our satellite picture, throughout the day today, we had some early morning clouds, and then quite a bit of sunshine throughout the day. but as the day went along, you see the showers and thunderstorms right there. but here is this line up in pennsylvania that we were telling you about. take a look at storm center doppler radar. heavy thunderstorms finally moving away from st. mary's county. but here is the line moving down from the harrisburg region. stretching to just north of hagerstown. and again, as we go lew the evening hours, one or two of the storms could make into it the baltimore area. but it should be anything like what we saw last evening. all the heavy activity we do expect to remain down to the south of our region. throughout the overnight period a few scattered showers. but tomorrow afternoon more scattered showers will bubble up once again because of heat and humidity. the same situation on friday. and then the system continues to pull on through, and will gradually clear us up as we head on down through the weekend. but your forecast for tonight, mostly cloudy, a few showers. the heaviest stuff we're seeing again down to the south of us. we'll see an overnight low of 74 degrees. tomorrow and thursday, a partly

cloudy shower and storm day because of heat and humidity. high tomorrow 88 degrees. and the extended outlook, that 88 is followed by an 87 with scattered thunderstorms on friday. an 84 with scattered thunderstorms on saturday, becoming less likely. then on sunday partly cloudy and 84 degrees. monday, tuesday, and wednesday quite a bit of sunshine, and some milder temperatures making their way into the region. now we're going to keep our eye on the thunderstorms as they make their way from southern pennsylvania, and also over on to the eastern shore. if there is anything you need to know, we'll have it right here on abc 2. >> thanks, norm. maryland's last remaining independent birth centers is celebrating a big milestone today. benjamin john guillio was the one thousandth baby born. today the center presented his parents with a $1,000 u.s. savings bond, a special birth flag, and hand knitted sweater and blanket. >> it was so nice for my husband to be so included in

battle in the pool is on for this sunday. michael phelps, who won eight gold medals at the beijing olympics of course has agreed to swim against nba star shaquille o'neal as part of a new reality tv show called "shaq vs" on abc. the general manager of the aquatic center says members of the club where phelps trains has been invited to watch abc tape the spectacle. and i'm sure it will be. there is word tonight that olympic swim esch katie hoff is switching coaches and training locations according to the baltimore sun. her coach says hoff has decided to leave the north baltimore aquatic club where she has trained since 2003 for a california training center to prepare to the 2012 olympic games.
